The Inner Tie Rods secure to the Steering Rack at one end by a threaded Ball Joint, and at the other end by threading into the adjustable Track Rod Ends.  Over time, the ball joint may wear more quickly if the Steering Rack Gaiter is compromised. The annual inspection will highlight to you if the Inner Tie Rods require replacement. It would be a good idea to think about replacing the Steering Rack Gaiters at the same time, as it will have to be removed anyway to replace the Tie Rods.
